PUBLIC NOTICE NOTICE Notice is hereby given that KEFO Corporation P.O. Box 418, Meadville, PA 16335, is requesting a stage I and II, (final), bond release from the Pennsylvania Department of Environmental Protection for the surface mine permit No. 20820307 known as the “Well Rocks Shale Pit”. This permit is located in Summit Township, Crawford County, on the east side of Route 18, approximately two miles north of Harmonsburg, PA. More specifically, the proposed bond release area is located along the east side of Route 18, approximately 1600 feet north of the intersection of Route 18 and Agnew Road. The bond release area is located on the property of Robert George Agnew. A Stage I and II (final) bond release is requested for SMP # 20820307 for 5.5 acres. The area proposed for bond release has been backfilled, graded, topsoil replaced and vegetation established which meets the specifications of the approved permit. PUBLIC NOTICE EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A 100-YEAR FLOODPLAIN CITY OF MEADVILLE BLIGHT REMOVAL To: All interested Agencies, Groups, and Individuals This is to give notice that the Crawford County Commissioners, on behalf of the City of Meadville, have determined that the following proposed action under the 2018 City of Meadville Community Development Block Grant Program (CDBG) Contract C000070909 is located in the 100-year floodplain and the Crawford County Commissioners will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project will demolish and remove the existing structure at 290 Willow Street, Meadville PA 16335. The standard practice of demolition will be followed. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. PUBLIC NOTICE INVITATION TO BID The Housing Authority of the City of Meadville (the Authority) is seeking bids from qualified Contractors for the Holland Tower PA 33-2 Entrance Awning Replacement. Bids may be delivered or mailed to the Housing Authority of the City of Meadville, 1120 Market Street, Meadville, PA 16335 until September 5, 2019 at 2:00 PM prevailing time, at which time they will be opened and read aloud thereafter. Any proposal received after that time will be rejected. All interested parties may attend. The Bids shall be on a lump-sum basis. Segregated Bids will not be accepted. Nothing in this section shall affect the applicability of any wage rate established in a collective bargaining agreement with a Public Housing Authority or its Contractors or Subcontractors where such wage rate equal or exceed the applicable Federal wage rate nor does this section impose a ceiling wage rates a Public Housing Authority or its contractors or subcontractors may choose to pay independent of State Law. The provisions of this section shall be applicable to work performed under any prime contract entered into as a result of a solicitation of bids or proposals issued on or after October 6, 1988 and to any work performed by employees of a Public Housing Authority or after October 6, 1988. The Housing Authority of the City of Meadville reserves the right to reject any or all bids or to waive any informality in the bidding. No bids shall be withdrawn for a period of 60 days subsequent to the opening of the bids with the consent of the Housing Authority of the City of Meadville.
