NOTICE TO PUBLIC FFY 2014 COMMUNITY DEVELOPMENT PROGRAM ENTITLEMENT AND NONENTITLEMENT COMMUNITIES COUNTY OF CAMBRIA, PENNSYLVANIA In accordance with the Rules and Regulations under Title I of the Housing and Community Development Act of 1974, as amended, and the Pennsylvania Department of Community and Economic DevelopmentÕs Community Development Block Grant (CDBG) Program regulations, the public is advised that the Redevelopment Authority of the County of Cambria has prepared and has on file Applications for Financial Assistance under (1) the CDBG Entitlement Program for the Municipalities of Adams Township, Cambria Township, Cresson Township and Jackson Township, and (2) the CDBG Nonentitlement Program for the County of Cambria. The general public is advised that the Cambria County Board of Commissioners is considering the filing of the final Applications for Financial Assistance at a regular meeting scheduled at 10:00 A.M., December 18, 2014, in the County Courthouse, Ebensburg, Pennsylvania. The FFY 2014 CDBG Entitlement Program will address community development needs, with emphasis to activities and improvements which benefit low-and moderate-income residents, as follows: Adams Township - $97,494 to continue the replacement of a dilapidated vehicular bridge on Villa Road and the construction of various street improvements within both Villa Road and Brookside Drive in the Village of Elton. The Three-Year Plan proposes to continue to upgrade storm sewers and roadway infrastructure within the community. Cambria Township - $98,504 for the construction of various street improvements within both Long Avenue and Weaver Avenue in the Village of Colver. The Three-Year Plan proposes to continue upgrades to streets and to basic water and sanitary sewer systems within the community. Cresson Township - $84,483 for the replacement of a waterline along Admiral Peary Highway in the vicinity of Country Club Drive. The Three-Year Plan proposes to continue to upgrade basic water and sanitary sewer systems and to conduct blight elimination activities within the community. Jackson Township - $84,929 for the correction of various structural deficiencies and other improvements at the Jackson Township Handicapped and Senior Activities Center located in the Village of Vinco. The Three-Year Plan proposes to continue the upgrade and construction of basic water and sanitary sewer infrastructure and public facilities within the community. The 2014 Cambria County CDBG Nonentitlement Community Program, in the amount of $294,697, proposes to conduct the following projects and activities: (1) to remove architectural barriers which limit access to elderly and handicapped persons at public facilities in Geistown Borough and Middle Taylor Township, (2) to conduct various affordable housing activities and public services, such as the operation of the Cambria County Emergency Homeless Shelter in Dale Borough and the acquisition / renovation of LMI rental units within the County, and (3) to continue to demolish and clear blighted properties. The Three-Year Community Development Plan proposes that the County continue to address municipal problems concerning housing, community facilities and infrastructure, and situations that pose a threat to the health and safety of the community. Each year the CDBG Plan will be reviewed at public hearings and will be amended or updated accordingly. The Pennsylvania Department of Community and Economic Development requires a planning and application process which includes involvement and input from residents of the community. To this end, interested and affected citizens of the County are afforded a final opportunity to review the proposed CDBG Programs and to submit comments concerning the proposed activities. Written comments received by December 18, 2014, will be considered as part of the documentation and public input to the Applications for Financial Assistance.
